 RFP: EK Powe Stormwater Construction Project

The Ellerbe Creek Watershed Association (ECWA) in partnership with EK Powe PTA is putting out a Request for Proposal to install a series of stormwater practices along the southern playground at EK Powe Elementary School. 

Release of bid documents will be solely for the convenience of the Contractor. No such document is a contract document. Please create your bid using the bid sheet provided. The bid documents are available online at the following link:

ECWA will host an optional site visit on Monday, August 24th at 1:00PM in order to familiarize bidders with the site and its constraints, and to answer any questions you may have. Any follow-up questions may be emailed to: robert@ellerbecreek.org

ECWA will receive bids until Friday, August 31st.

The apparent Successful Bidder must submit to ECWA a list of the Subcontractors or Suppliers proposed within 14 days after Bid opening. If ECWA, after due investigation, has reasonable objection to any proposed Subcontractor or Supplier, ECWA may, before the Notice of Award is given, request apparent Successful Bidder to submit an acceptable substitute, in which case apparent Successful Bidder will submit a substitute, Bidder’s bid price will be increased (or decreased) by the difference in cost occasioned by such substitution, and ECWA may consider such price adjustment in evaluating Bids and making the Contract award.

Although unforeseen, any changes to the Construction Documents will require an addendum to the bid, with an acceptable increase or decrease in bid cost. ECWA may on its own initiative issue Addenda to clarify, correct, supplement, or change the Bid Documents.

ECWA reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. ECWA also reserves the right to waive all minor Bid informalities not involving price, time, or changes in the Work.

Contractors will be asked to maintain, on a primary basis and at their sole expense, at all times during the duration of the project, the following applicable insurance coverages and limits:

                Commercial General Liability – Combined single limit of no less than $1,000,000 per occurrence and $2,000,000 aggregate. Coverage shall not contain any endorsement(s) excluding or limiting Product/Completed Operations, Contractual Liability, or Cross Liability.

ECWA will require a Certificate of Insurance showing the above policy as being currently valid, with ECWA listed as the Certificate Holder.

The above requirements, as well as ECWA’s review or acceptance of insurance maintained by the Contractor, is not intended to limit or qualify the liabilities or obligations assumed by the Contractor.

Contractors will be required to invoice ECWA by the 10th day of every month of the project’s duration for services rendered during the previous calendar month. ECWA will then submit all Contractor invoices to the appropriate entities for reimbursement, and will promptly pay to the Contractor the full amount of any given invoice within 7 days of the receipt of said reimbursement.
